Well I found out more information, month ago the system administrator over wrote the system policies and could not get it to work so what they did was back up a CF Server 4.51 version and basically bastardize that table to get it to work rather than doing it correctly. I will let you everyone know of the out come of all this and thanks for everyone comments.
