The security context that is used for the webtop is the sc1 context. You should be able to log into the webtop with one of the users you selected within the support article.
before you do that however, stop the CF service and then also stop the two siteminder services. By default we cache the data for security both within CF and within siteminder. Restarting all 3 services is a must when debugging issues like this. I don't know if capitalization counts, but I have learned not to discount any detail when dealing with siteminder. Essentially the policies and rules for sc1 are empty. Any ideas?
