Hi, Put the individual port in Maintenance. This is one way I know how to do it:
Select the switch or device in Topology, and on the Component detail pane, click the Interfaces tab - select the port that is bouncing. Right click, and click on Component detail, and under General Maintenance, change In Maintenance to Yes. This puts only that port in Maintenance. Another thing you can do with Cisco devices that will help is config the port with "no snmp trap link-status" if you don't want link up/down traps from that port. Hope that helps! Best regards, C.
