this attributes was added in H03:
>From the H03 release notes:

Enhanced the capabilities of the HSRP and VRRP Group Modeling to allow this 
feature to be turned off, go into a passive state or the default active state. 
1) Off 2) Passive - HSRP/VRRP table is polled once at activation but otherwise 
relies on update from traps to know when to update information. 3) Active - 
HSRP/VRRP table is polled every poll interval in addition to the passive
