I have run into this issue previously as well in our installation of v8.1. So I am speaking with respect to version 8.1 here. You may find that changing the alarm code to enable it to be user clearable (removing N) may not allow you to clear the alarm since it was created as with the alarm attribute N, not user clearable. If you would like this alarm to remain clearable for future instances of the alarm then removing the not user clearable attribute in the eventdisp would be the solution going forward. To remove the alarm that is present with the not user clearable switch, I have found using the CLI 'create event' command works. Just create the clear event for the alarm on the model that has the alarm you want to clear. This way the system creates the clear event.
