I would say your are comparing apples and pears. If Microsoft say that SCOM can 
do everything Spectrum does (except fauklt isolation), then YOU SHOULD DROP 
THEIR CALL, CAUSE THEY ARE LYING. Well, except for the fundamental idea that 
anything based on software CAN be reprogrammed todo anything. But looking at 
the two as designed, then MS is lying.

Spectrum is in core a network management tool which has been expanded todo 
more. SCOM is a system mamangement tool expanded todo more. It’s a fundamental 
difference between these two. Trying to expand into network management is a 
trillion times more complicated than expand into systems management. But of 
course if you only "ping" your network, its another deal. But then you probably 
should look at opensource alternatives instead. Like Nagois 
(http://www.nagios.org/)
