I don't think that that new pop rule will change much. When you train with your cube, I'm pretty sure nobody pops more than twice in 5 solves (of course it could happen, but then it means either your cube is bad and you should fix it, or that you turn when the faces are not aligned).
In both cases, the cuber could minimise the risk of popping far under one in 5 solves.
