I have to ask.. Did you even bother reading the original post?...

modem_run is only being launched at boot time, and is not trying to be
relaunched again until its killed manually.

ppp is launched manually every time and will not reconnect after it dies
from the system going to sleep.

This feature consist in being able to relaunch modem_run when the modem
is already initialized ... else modem_run is being stuck.
The fact is that I don't really see why it's bothering you so much. You
just have to launch modem_run once like at boot time, and then if you
use ddial mode reconnection are automatically done. Or you can also
reconnect by just launching ppp.
And if you want to use the script to start/stop the connection, you can
deal with a pid file or just put the modem_run in usbd so that when you
plug the modem it's initialized and you can simply put ppp stuff in the
adsl.sh
So could you explain me again why this missing feature is bothering you
so much ?
