In my case modem_run was 'hanging' since 2.4.28,
this looks similiar to your problem.
In my case '/var/log/messages' contained message from modem_run
that the firmware was uploaded but I never got the message
that the ADSL line was up.
I am using a patch from Kaupo Arulo which modifies the
kernel source: drivers/usb/devio.c
I can mail you the modified file but then you have to
recompile your kernel.
An alternative is to use 2.4.30pre2 which includes also
a patch for this problem. (but you also have to recompile your kernel)
or switch to the 2.6 kernel. (should work with user drivers as well)
