Yes, with atm device, you only need to pass VPI.VCI to PPPoA plugin.
It should be OK.

Did you start modem_run with -k option for use with the kernel module?
When -v 1 is used, modem_run is a bit more verbose and say when it start to be
used with kernel driver.
