some systems boot from an initrd, and mount / later on. On the other
hand, I doubt hotplug is run before the root filesystem is mounted, so
this is likely not your problem. If CONFIG_USB_DEBUG is enabled, then
you should have more messages than those you showed. It may be that
your logging level is too low. Try doing
echo 8 > /proc/sys/kernel/printk
before plugging in the modem and see if more messages turn up in dmesg.
By the way, I'm assuming you see the same problem if you plug the modem
in after the system has booted?
