how do you know this?

The LFS web-page doesn't mention a /etc/hotplug/usb/speedtouch file.  Where did 
it
come from and what does it contain?

Hard to say without seeing what /etc/hotplug/usb/speedtouch is trying to do.  My
guess is that usbfs is not mounted.  Try doing (as root):
        mount -t usbfs usbfs /proc/bus/usb
