Sorry John, I misunderstood which bit you were working on. I would check that the bolt goes easily through the coupling without the steering column inserted (to check for too open / closed condition), Then check that the column slips onto the coupling without opening it up too much (feeler gauges on the gap?). If it opens up can you re-compress the joint with some vice grips? Rather that adjust the wheel a little, could you get a pipe wrench on the column itself so that you can rotate it as you push the bolt?
