James,

I've been through this recently -- twice.  Those bottom nuts are a bear to get
to, but you CAN get to them with a normal spanner (aka "open ended wrench").
You have to be somewhat of a contortionist however, and you will only be able
to turn the nut one flat at a time, until as you say, it's loose enough to
turn with a screw driver or your fingertip.  Fasteners like these are why
mechanics are paid by the hour...
