I don't think that's what the 4096 cluster is for. :-) Someone who is anonymous (I'm willing to bet he's a radio amateur) set these little low-power transmitters up probably as a propagation study. They send long dashes, "W" and "I" in Morse. There's a photo on the Spynumbers website that is supposedly of one of the transmitters. They can't run more than a watt - probably more like a hundred milliwatts or so. I've watched them on the waterfall display of Spectran. It's kind of neat to see them pop in and out of the noise here.
