Hearing this for quite a few weeks now, over here it's a clean S9+10, 16.15 GMT, between the musical tones it's playing birdsong. Think it's possibly the signature for a BC - but as there's an "oriental" flavour to the music is it a Chinese "musijam" ?
Will watch it for a while.

I have a recent recording from a listener in Hungary, and it is playing what you describe. Curiously when I was listening last night (and when he was) it was only playing three or four notes, within the other sound effects.
