Yes, I was just going to point out that there's the assumption that you're
in the US and/or in the other countries that those who have answered the
question of legality are in. I know that even here in the US there are some
very expensive radio receivers that private individuals cannot purchase
(because they cover certain bands that cellular telephones use).

Geography is also important as to the difficulty you'll have in hearing
numbers stations. I've had no trouble hearing the Spanish lady and M08 on
portables, with any decent propagation. But I also live less than 1000
miles from Havana. I did get the Lincolnshire Poacher once, but it's now
off-air. If you're out west or in New England I can't really say.

I think the most important factors are:

(1) Propagation
(2) Listener motivation and diligence
(3) Geography
(4) Setup
