Roland, not in our state.  An unlicensed owner is limited when it comes
to sprinkler installations.  He can do small alterations and repairs but
not a full blown system install.  Not saying that some don't do it all
themselves.  If no one is looking over their shoulder, who's to know.
But you can usually tell when as a licensed contractor you walk around
the area and see the errors jumping out everywhere.  You quickly learn
not to ask the owner "what idiot put this mess in?"

there is a fine point you are missing.  The OWNER of a PRIVATE facility
is typically allowed to do as much of their own work  as they want to.
It's when you hire out to do work for someone else that licensing enters
the equation.
