Years ago, I was the "layout technician" for a dry
standpipe system where all of the interconnecting pipe
at the bottom level, normally located immediately
below the second floor structure, was located
underground.  This system was "designed" by the
engineer-of-record, a highly reputable firm that
actually did a good job.  There was some conversation
between our AHJ and NFPA to determine that, as a
concept, this was acceptable.  It turned out to be OK,
and so we proceeded.  Part of the "design" on the
contract drawings included a small connection (2"?
It's been a long time) between the dry underground and
a suitable storm drain/sewer.  This line had a PIV on
it for control from above-ground.  It may have also
had a check valve, but I honestly don't recall.

Obviously, there would currently be some serious
issues with the lack of air gap.  I'm pretty sure this
system drained into the storm drain and not the sewer
as is more usually the case these days.  This could
possibly be handled in a pit as was suggested in an
earlier posting.

The standpipe system protects the very busy parking
garage at McCarran Airport in Las Vegas, built approx.
1995.  I no longer work for that employer, and have no
current contact with any of the people involved. 
However, if problems had developed, I probably would
have heard through the inevitable grapevine.  I have
heard of no problems.
