I get that kind of stuff all the time. People trying to omit sprinklers based on their perceptions and what they see on TV.
In your case if the AHJ has approved the plans WITH them in, then that is what he will expect, that meets code and what the A/E wants is irrelevant. The non-educated think sprinklers go off in deluge style all the time by accident and sprinkler piping leaks all the time. I don't know how many times we got calls of sprinklers or sprinkler piping leaking only to discover that it was anything from roof drain piping to potable water lines to HVAC condensate lines or refrigerant piping sweating. There is no other reference in 13 to telecommunication rooms specifically. If the owner insists that you omit sprinklers some AHJ's will allow it if the room meets the criteria listed in 8.15.10.3. Otherwise the sprinkler will be required unless they want to foot the bill for FM200 or Co2 or some other agent type extinguishing system. If their concern is someone smacking the head and it going off, use one of the institutional (tamper-resistant) type heads. If they are worried about the proverbial "leak" then ask them if it's better for their equipment to get a little water on it or get a lot of water from a hose stream or to burn up altogether. You can always dry things out but you can't refashion little melted blobs of plastic back to their original shape and function. Couldn't find any omission clauses in the Building Code for telecommunication rooms but there is a blurb in the IFC 2006 Section 903.2, EXCEPTION, but it is more related to Telecommunications BUILDINGS, 913.3.1 says the same thing.
