You just opened another can of worms. Yes NFPA 13 says water filled weight of pipe plus 250# (The maximum expected weight of the fitter falling from his ladder, and hanging on the pipe. Simple huh? Not once OSHA got into it. OSHA requires that if your working more than 6'-0" above the floor (Or could fall that far) (I once asked if a guy 6'-4" tall fell down did he exceed the 6'-0" fall distance, their answer was depressing, Yes his head fell more than 6'-0" so he exceeded the height at which he should have been wearing fall protection.) Anyway back to OSHA, they require that all personnel working over 6'-0" above finish floor wear fall protection and that that fall protection be attached to the "STRUCTURE" at a location with sufficient strength to support the total load of a man falling 6'-0". (I think that works out to 3480# of impact load, if the guy weighs 180#.) The sprinkler system is not part of the structure, and your not allowed to tie off to it, so why do we keep that +250 in NFPA 13? (The best two answers I've heard are 1) for those that don't understand the OSHA requirements, 2) Its just another safety factor. (6'-0" AFF is for Commercial projects, Residential says 11'-0" for some unknown reason other than the NAHB fought it and won. A framer on one of our residential jobs fell 8'-0" from a garage ceiling and died.)

Anyway the 6'-4" guy walking from the job site entry to the building needs fall protection, Huh??? What are you supposed to do attach him to a Blimp capable of lifting his impact weight? He wouldn't be walking any more would he? The OSHA guy thought a simple Mono-rail from the entry to the building would satisfy him. So the guys over 6'-0" tall could hook up as they came on site. Lucky His boss was more understanding. His interpatation was that the individual had to be raised at least 1'-0" above standing level (bucket step ladder scaffold) before he would require fall protection. LOOK OUT GEORGE YOUR PUSHING THE LIMIT!

Isn't the hanger required to hold 250 pounds plus the weight of the pipe
full of water? Not just the 23 pounds?

Subject: Hanging branch lines from panel points

We are installing a grid system in a super store and the general contractor
is demanding that we hang all piping within 6" of a panel point of the
web-type roof joist. There is a detail showing sprinkler pipe to be
installed in this location and a structural drawing showing the location of
the main. We naturally installed the main to meet these criteria. The
branch lines are run perpendicular to the joists so hangers for the branch
lines are spaced at 6'-0" apart which is at every joist. This means that
there is a 23 lb load at each hanger. Table 9.1.1.6.1(b) requires a 2 × 2 ×
1/8 angle iron and the joists have a 2 x 2 x 3/16 angle iron on top.

Has anyone else come across this requirement in the contract drawings and
had it applied to all sprinkler pipe?

We can use trapeze hangers to meet this demand by the GC but it will also
raise the question in those of you who look up when you are in super stores,
"Was this system installed by a licensed contractor?"
