Right, sometimes the systems might be mechanically complete and had been
hydro tested but the GC doesn't want them active because of the on-going
construction and possibility that someone will cut or drill into a live
line, or bust a head while moving materials.  There are supposed to be
portable fire extinguishers located throughout during construction and
hot work procedures observed to prevent fires within buildings like
this.  Since they said there were workers in the building it's
questionable as to how the fire got out of control if extinguishers were
located as required.

Many times our systems are tested and pass the hydro but the system is
left off because the fire alarm contractor hasn't completed his system
yet. I wouldn't be surprised if this was the case.

My guess is that someone had not turned the water on. If it was tested
and passed the inspection than the only thing missing would be water.
Maybe they felt that the water should not be turned on until the
building was occupied.
