Ask yourself this simple question; 

Would the system pass if this were an final acceptance inspection for
Certificate of Occupancy ?.

If you can answer yes to that question then the system is deemed "fully
functional", if no then its not and the building shall not be occupied.

Certificates of Occupancy are actual "living" documents requiring that
the applicable requirements of the certificate for the building be
maintained for the life of the building.
