Similar to how we treat libraries where the 18 inch is violated by the aisles.

We just looked at something similar yesterday AM, and #13-2002 8.6.6 was pretty clear about just maintaining 18" clear below the deflector being adequate. The 3x rule started getting into the 6-deep cross- referenced rules where my eyes glazed over and we already had our answer. But you're
half-way there!

We are bidding a self storage building that will have partial height
walls (5ft on center) to 2ft below the deck with chain link fence to the
deck.  This will be designed to an OH II density so the rules for
floor-mounted vertical obstructions will not apply since they are for
light hazard only. If we can arrange it so that the wall is more 18in
below the sprinkler deflector can we ignore them per 8.6.5.3 (13
(o7ed))? If the top of the wall is closer that 18in to the deflector do
we follow 3 times rule?  Thanks for your input in advance.
