In this scenario, yes. I've never considered attaching the test header to anyplace other than between the pump check and shutoff valve, but it seems it may be common practice in some areas.
My knee-jerk reaction to pressuring the ENTIRE fire protection system when testing a fire pump is that's its unwise. But what's the worst that's going to happen? The entire system will see pressures in the ball park of 5 psi greater than the jockey pump pressure (but significantly higher when water hammer or pressure waves are a factor) and weak pipe/fittings may blow out (possibly causing extensive damage) and require repair/replacement. Seems to me it's wiser to find & fix weak parts of the system during routine testing than it is to find them during a fire emergency. Having said that, I still prefer the test header be tied in between the pump check & shutoff valve. Makes for a tidy pump package and gives the testing technician the option of pressuring the entire system or not.
