A lot can go into this. The Owners idea of usage trumps the A/E's
idea of usage. Also, the type of building is worth considering. If
this is a school, what do they plan to do with the room during the
summer? Storage perhaps? If it is a church or YMCA, are they going to
use it for purposes other than the gym? The occasional craft sale I
wouldn't worry about too much. The weekly rummage and clothing sale,
yes. The Owner needs to commit. This is where the Owner's Certificate
in the later versions of 13 would be very helpful.

We have a number of fully sprinklered schools and community centers in our
jurisdiction with no incidents to date.
As a sidebar most are used as multipurpose; gyms, sporting events, large
meetings, craft fairs.............
