Had someone that was adamant that they were going to protect the
valve riser with heat tape. Despite being a bad idea with little
chance of success, I couldn't say - You gotta have a valve room
although I THOUGHT it was an explicit requirement. Implicit doesn't
carry the day. Ughhhhhhhh.
