Thanks for your input. I was planning on just using a butterfly valve at
each floor but forgot about the drains. I don't think I'll check the floors
off. Each floor is only about 2,500 Sq Ft.

Code wise, I don't anything that restricts you from doing that. I 
always have felt uncomfortable with the idea of a standpipe on a dry 
valve, but perhaps some of the fire fighters amongst us could help up 
on the merits of those.

The problem I see with the floor control on a dry system is that most 
floor controls contain flow switches, which are a no-no. You could 
install a valve, but probably not anything to monitor flow. Also, I'm 
not sure how the check valve requirement would play in to this. There 
is a restriction on using check valves to separate a dry system, but 
does that prohibit check valves for any reason? It could.
