I'm almost certain that they can't. Valuation is supposed to be based on tabled values or an owners declaration. Earlier versions of the CBC included valuation charts for purposes of establishing permit and plan check fees. Check with CALBO, the California Building Officials web site at www.calbo.org. There's a "consumers" link and their contact info for questions from the general public is at the bottom. Valuation" and "contract value" are legally separate and apart, I think.

On that application the job valuation must be included. The valuation is used by the city to determine the fees for that particular job. The plans examiner is now requiring the contractors to submit a copy of the contract between the contractor and their customer (I assume to verify valuation) before he will release the approved plans. Is that legal, can he require that?
