In a certain southern California city a sprinkler contractor fills out an application to install a system. On that application the job valuation must be included. The valuation is used by the city to determine the fees for that particular job. The plans examiner is now requiring the contractors to submit a copy of the contract between the contractor and their customer (I assume to verify valuation) before he will release the approved plans. Is that legal, can he require that?
