Mike,
Have you asked them to provide a code reference? An AHJ can not legally come up
with their own "Because I Said So" code. I suggest all contractors to request a
code reference when there is a question on scope of authority. If the AHJ can't
provide a reference, then what right will they have to issue a correction
notice or citation for failure to comply? I know about the whole issue of not
wanting to tick off the AHJ because it can hurt other projects but really,
request a code reference if they haven't provided one. Our saying is, "If you
write, you must cite."

That said, I don't know of any text within the IFC that would allow this
request to be made. IFC 901.6.2 allows AHJs to request copies of test reports
but that's a different subject.

The only other thing I'm aware of that's close is out of NFPA 72, Section
10.2.2.2 regarding the responsibility of testing the system. The section allows
the owner to delegate the responsibility for testing as long as it's done under
a written contract and the AHJ can request it.

NFPA 25 has similar language but it's not as strong.

Subject: Plans Examiner rights to customer contracts

In a certain southern California city a sprinkler contractor fills out an
application to install a system. On that application the job valuation must be
included. The valuation is used by the city to determine the fees for that
particular job. The plans examiner is now requiring the contractors to submit a
copy of the contract between the contractor and their customer (I assume to
verify valuation) before he will release the approved plans. Is that legal, can
he require that?
