At the Walla Walla Jail the inmates did the same thing. The solution,
remove the heads, install open heads. Control the water flow with a
solenoid valve. The solenoid valve was controlled by a switch at the day
officers desk. The side benefit was when an unruly inmate was causing
problems, the solenoid valve was opened. I was told cold water lead to a
change in attitude. After the water was shut off, the other inmates
reinforced the lesson.
