Yes.  This specification requirement is typically found in DOD
specifications.  I'd plan on doing it if this is a government related
project.  They typically enforce it and don't want to hear that it's "not
required by code". 

On some of the projects I've been involved with, the plumber typically has
the equipment and chemicals on-site to easily achieve this specification
requirement. (they have similar spec requirements).

You may be able to talk the plumber into helping you meet the
requirement...so you don't have to buy equipment that you may not use
regularly.
