Are you sure AFCON didn't tell you that so they could sell you more
stuff? It would seem that anyone building a strap hanger and being
aware of this problem would have a hanger to meet this standard.

manufacturer) their engineer say's strap hangers don't provide the exemption
- my guess would be the #18 screws are the primary problem, the punched
holes will not allow any attachment larger than 1/4".
