If you used Harvel pipe, look at their installation instructions-Hangers and
Supports 42-44. This explains their requirements (listing) for hangers and
supports. If you didn't check the listing for the pipe that you used. We are
in a seismic zone and typically we use Erico or Tolco straps etc for our
plastic piping and have never had it kicked back. Even the straps are
supplied with their own screws from both of the above manuf., this is part
of their listing. If you follow the listing on the pipe and then the strap,
I don't see where you are not in compliance.

Are you sure AFCON didn't tell you that so they could sell you more 
stuff? It would seem that anyone building a strap hanger and being 
aware of this problem would have a hanger to meet this standard.
