I don't know.  Maybe when pressure tanks fail bad things happen thus
warranting a higher standard.  Not much realized with extra cost of listing
fire pumps?  Fire pumps fail and maybe still get sprinklers to operate
somewhat if not fully successful especially if only one head operates in the
lower level.
