I don't know if this is the committee reason, nor is it discussed in the 13D
handbook, but refer to NFPA 22 pressure vessels. ASME is the standard for
pressure vessels, specifically the "Boiler and Pressure vessel code" the
section for "Unfired pressure vessels" Section VIII, Division I.

Since pressure vessels have the ability to explode, I'm sure the committee
felt that they should meet some minimum standard, and why not match the
existing NFPA standard for pressure tanks found in NFPA 22.

Just a guess, but that's how I'd look at it. 

Other opinions welcome. Or perhaps Roland or Phil can give us committee
insight?
