No the consensus was if not for exiting exceptions vents are not required by the IFC. Assuming the IFC is adopted without amendment as LAW the LAW allows this omission. The only further exception is if the AHJ has changed the LAW and is legally allowed to change the LAW. For example in MN local officials cannot change the State LAW. If it's a policy to still require vents with ESFR it isn't worth the paper it's written on. Only the legislative branch can change the LAW. This might be a city council passing an ordinance again if legally allowed. Again for example in MN a city council cannot pass an ordinance changing the State LAW. The AHJ opinion is irrelevant. Also be careful about advising the owner on issues such as this. It treads on licensing as PE work. You can certainly hand him a code book open to the page of interest but as soon as you tell him he doesn't need something like vents you have probably crossed the line (unless you are licensed).
