If it's a library, unless portions of the system are inappropriately exposed to sub-40 deg. temps, there isn't a code requirement that a library be protected by a particular KIND of system, just that it be per the referenced standard (13). Which gives the designer a choice, that was likely exercised to mitigate the chance of a false discharge irreparably damaging books, archival collections, etc. And likely specified that way. I doubt you'll find a code violation, but the first cost of preaction was undertaken for a reason, so it's the library's decision to put it back into preaction service or not.
