If it's a library, unless portions of the system are inappropriately
exposed to sub-40 deg. temps, there isn't a code requirement that a
library be protected by a particular KIND of system, just that it be per
the referenced standard (13).    Which gives the designer a choice, that
was likely exercised to mitigate the chance of a false discharge
irreparably damaging books, archival collections, etc.   And likely
specified that way.   I doubt you'll find a code violation, but the
first cost of preaction was undertaken for a reason, so it's the
library's decision to put it back into preaction service or not.

problems. He has had a contractor trip it into a wet pipe system. We are
looking for a code reference
prohibiting this kind of "repair". Is this possibly just an AHJ

The engineer quite likely means the use of high pressure steel braided
rubber hose, or something
similar.

We have approved high pressure steel braided rubber hose for these
situations often, as long as they
installation is such that the hose remain submerged.  Not a whole lot of
better options that we are
aware of at this point.
