The appendix of 13 (A.8.16.4.2.1) does give some commentary for certain 
conditions where "If corrosive conditions are not of great intensity and 
humidity
is not abnormally high, good results can be obtained by a protective coating of 
red lead and varnish or by a good grade of commercial acid-resisting paint. The 
paint manufacturer's instructions should be followed in the preparation of the 
surface and in the method of application."

But the point being that pipe exposed to the weather is to have some sort of 
protection.  If you take this literally it appears to leave no option for 
non-protected black steel pipe in exposed conditions.

I agree with Ron.  Just because it is outside under a canopy would not mean it 
has to be galvanized.  I think a lot has to be where the building is located.  
I would be perfectly happy with a coat of paint on the piping in an area where 
occasionally the pipe might be exposed to the elements.

I think it's ambiguous because it is ambiguous. I wouldn't have a bit of 
trouble worrying about black piper exposed to weather in Arizona or Saudi 
Arabia. Might get a surface rusting but that's protective. I might, on the 
other hand, be horrified of the thought of using anything but that stuff that 
has the zinc impregnated into the outer layers of the steel rather than as just 
a coating (don't want to name it and be accused of advertising a product) on a 
North Sea offshore oil platform, even for inside stuff. All is situational.
