Craig, I think you misunderstood me. Pool fire when tank is intact, covered or not, and if the tank ruptures then it is a pool fire in the containment. Plus it's isolated so it's not an exposure threat, at least for fire, and if it's not an exposure threat or an egress threat then it's not a fire threat. Now it is an economic exposure (perhaps several million gallons of petrochemicals lost from the supply chain) and an ecological exposure, but it's not a fire exposure.
