It hasn't been 100 heads since the old UBC.  IBC (2006) Section 903.4 has a 20 
head exemption.

Subject: No Fire Alram Control Panel for <100 Sprinklers

Hi,  I have observed several jobs recently where the contractor quoted code 
indicating that since there were less than 100 sprinklers, no central fire 
alarm control panel was required.  Can anyone point me towards where this is 
documented in NFPA?  We require connecting alarm contacts from our heat tracing 
control system to the control panel as required in NFPA-13 2010  and want to 
accommodate the smaller jobs.
