My guess would be 2009 IBC 903.4.2. You'll note the requirement for activation on waterflow EQUIVALENT TO the flow of a single sprinkler. It doesn't say where this flow originates so I would assume it could be between the pump and the risers. I don't think the pump run signal is the same because this should be a supervisory condition and may not indicate any flow at all. This may be your AHJ's hook on which his/her opinion hangs.
