13 8.6.5.2.1.5 is is for obstructions less than or equal to18" below the deflector (see 13 8.6.5.2.1.1) and refers to pattern development. 8.6.5.1.2 option 2 is a subsection of 8.6.5.1 and refers to the hazard being shielded from from water reaching it. 13 8.6.5.2.1.5 is about developing the umbrella and where it will go and what might block it while 8.6.5.1.2 option 2 is about a horizontal obstruction that creates a water shadow on the floor.
