The Q=k*sqrt(p)  math says that it should be equal flow with equal pressure.
I guess you would have slightly less pressure with the 11.2 since there is
more flow(friction).

I just had an issue yesterday trying to get a flow valve to trip with a
remote test (one head) and thought the same thing (to look at using two
heads).
