Would you please provide the section number for each? I have never seen it
and I have been checking for this for years and I would not be surprised if
I have missed it. Related to this, the last time I looked IBC still says
"connection for each floor" while 14 says "at the intermediate" landing
which is one less connection per standpipe for many stairwell standpipes.

In answer to the first question, sometimes it is possible to put the control
valve at the landing below the floor level, rise up through the next landing
and then exit the stairwell enclosure into the ceiling cavity. This would
happen below the next floor's control valve. This method is possible when
the conditions are right and when the architect is motivated enough to make
enough room in the stairwell for all the trappings at a mid landing.
