So long as the requirements of 13 are met...
Say you need 13 PSI for a low pres DPV.
A large volume, low pressure air compressor could certainly be used, might
not make more than 20 PSI air pressure, but at large volumes, still meets
refill time in CFM, it works.

I've been asked if a low pressure air compressor can be used. It is a
"General" and supposed to be listed for dry sprinkler systems (I still have
to see the cut sheet). I didn't even know there were "low" and "high"
pressure air compressors. I would guess if the "low" pressure air compressor
can fill the dry system to the pressure required to close the dry pipe
valve, it should be okay. Anyone know anything more?
