The problem is that historically the standards have said that you calculate the standpipe and sprinklers separately (and still do). Logic and common sense (which are often missing in the standard making process), would say that the STANDPIPE connections are also considered independent and separate from the hose connections attached to the sprinkler system that drive the 50 gpm per connection in the SPRINKLER calc. That changed as shown by 13.A.11.1.5.6. in the 2007 edition.

THis was revisited in the 2010 edition and that guidance was deleted from the Annex. Unfortunately the return to sanity was not on the part of the technical committee which rejected the effort to change it. The technical correlating committee fixed it. Nonetheless, it is back to including only hose connections on just the sprinkler system (stages, or in the past all warehouses but now just when required by AHJ, etc).
