Yes, when I was an AHJ. There was little debate, sprinklers got added. I imagine I offered for them to come up with an equivalency. I suppose they could use some sort of clean agent but IMHO that's not completely equivalent. Back then you couldn't omit sprinkler for them and still call a fully sprinklered building. I suppose Tony's idea could be explored, I just don't know much about them.
