Joel, The area of storage is not the deciding factor in this case. 16.2.1.2, "Chapter 13 shall be acceptable for storage of Class I through IV commodities up to and including 12 ft in height". You use Table 13.2.1 to determine the protection criteria for your storage regardless of area.
